2. Mallorca – Construction, Economy laws and taxes
(1) Construction
Magaluf: Construction work starts on the new residential and hotel project – Investment 200 million Euros
The plan to improve the image of Magaluf which is located in Calvia is beginning to take shape. Work is starting to take place on a major project, estimated at 200 million Euros, on a 63 acre plot of land which until now was wasteland. The project will comprise a residential area with 400 apartments, four hotels and a 26,000 m² shopping centre. The hotels will be at least 4 star and are aimed at various target groups (families, adults only, sport enthusiasts and cyclists). Viva hotels are the developer behind the project.
Palma: Club de Mar to be extended – investment 60 million Euros
60 million Euros are to be invested in the renovation and extension of the Club de Mar. The Paseo Maritimo will be extended and the old buildings demolished and three new ones built. There will also be a new pier however, the number of berths will not increase but instead more moorings for larger ships will be created. The three new buildings will house 25 new shops. The total surface area of the Club shall be increased by 40 % to 93,000 m². This investment is a strong argument for the upcoming negotiations for the assignment of the 25 year concession of the port starting 2019.
Playa de Palma: New master plan has been presented
The Balearics Ministry of Tourism has presented the new master plan for Playa de Palma, which is now subject to approval from the island council. It is a scaled down version of the original plan which met with a great deal of criticism from all sides. 104 million Euros will be invested in `embellishing Playa de Palma` over the next 10 years. The hotels will also be involved and will be allowed to expand and add additional floors but quality should be foremost. Only hotels may be built on wasteland not residential properties. There will also be a substantial investment in the quality of the sea water and sewers and treatment plants will be revised. Approval from the island council is expected at the end of the year.
Moscari: New drinking water supply for € 800,000
Moscari in the middle of the island has, for many years, suffered from poor quality drinking water as it does not have its own waterworks and water is supplied from Caimari. These problems should soon be solved thanks to a new multi-step plan and an investment of € 800,000. The first step is to lay the necessary pipes around the village and a waterworks will be established in Moscari which will be connected to the new installations.
2) Economy
Energy: New subventions for renewable energy
The central Spanish government has introduced a new law on subsidies for the use of renewable energy. Principal beneficiaries will be solar parks and photovoltaic plants. The grants received from Madrid depend on the size of the plant and the energy yield. It is hoped that this law will help to get a grip on the cost of generating energy which since 2009 has risen by 40 %. Leaders are the Balearics, the Canary Islands and autonomous regions of Ceuta and Melilla.
Energy: 600 households to me supplied with natural gas
The utilities company Redexis gas will, over the next 4 years, supply 630,000 households in the Balearics with gas; the present figure is some 350,000. Currently pipelines are being laid to Andratx, Alcudia and Felanitx and the investment for the installation of the 145 km of pipeline is 70 million Euros. Throughout Spain 26 % of households are supplied with gas whilst in the Balearics it is just 15 %. The gas is supplied from the mainland via pipes to Palma and from there to Cas Tresorer and Son Reus.
Internet on Mallorca’s beaches
The pilot project to provide Mallorca’s beaches with WiFi has been successfully completed in the Port of Alcudia. IB-Red has installed 14 transmitters in the area between Llenaire and the roundabout close to the yacht club. By 2015 all Mallorca’s beaches will be equipped with WiFi and the project is supported in part by the European Union. The Balearic Government has announced that it will support investors and operators in obtaining the funding.
Airport shopping- Palma: 18 % increase in profits
Not only is Son Sant Joan producing record breaking passenger figures this year, the shops and restaurants in the airport lounges have also showed an increase in sales, with an 18 % increase in profits as compared to the same time last year. There are presently 23 outlets in the airport lounges including fashion, jewellery, gifts, souvenirs and foodstuffs. There are also 200 food and beverage vending machines as well as restaurants, of which Burger King has the highest turnover.
Vintage 2014: This will be a fruitful year
Mallorcahas 45 registered bodegas and wineries are beginning the harvest. High yields are anticipated this year due to the high temperatures and low rainfall and so the grapes are more mature. An example of the previous year's harvest: The wineries of the wine-growing region Binissalem with the Designation of Origin "DO Binissalem" wine and a total of 14 bodegas, processed in 2013, three million kilos of grapes and expect a substantial increase in 2014.
Olive harvest 2014: For the first time a quality seal `Denomination Origen Protegida`
Since the Protected Designation of Origin, PDO, was introduced by the Ministry of Agriculture for Mallorca's olives last year, they must bear the protected seal of approval. In Mallorca there are 50 farms which cultivate 263 hectares of olives, harvest and sell them. About 25 tons will carry the seal of approval this year, so only a very small part of the annual production of about 3,000 tons. The seal is similar to a fingerprint in the form of an olive.
(3) The law, taxes and finance
Public auction: Legal protection for defaulting mortgage payers
In accordance with the law of 14th May 2014 the legislator has slightly standardised legal provisions for mortgage debtors in the case of compulsory execution. Amongst others, mortgage debtors who are to be evicted due to arrears in mortgage payments will receive a stay of execution of two years from the date of the introduction of the said law – i.e. 15th May 2016. This stay of execution will only apply if the property concerned is the primary residence of the debtor. The stay of execution is also linked to specific personal circumstances (large families).
Residencia in exchange for investment: Spain is good, Malta is even better
Spainhas been courting non EU investors for the last two years by promising to grant the sought after (albeit modified) ‘Residencia’, for investments of € 500,000 and upwards. The expected onslaught of Russian, Chinese, Japanese and Arabic investors did not evolve. It is no wonder since Spain is in competition with other EU member states such as Portugal and Cyprus and recently Malta is also a very popular option. In Malta Residencia is granted for the purchase of a property costing just € 200,000.

‘I can do that‘ – 10 self taught artists will exhibit their work in the Minkner Art Galley in Santa Ponsa
They have been successful in their own fields as architects, consultants, teachers, foreign correspondents, medical assistants and craftsmen, however after retiring from their professions they chose to improve their artistic vein and so enrich their lives. Ten self taught artists will exhibit their works in the Minkner Art Gallery from the 29th Aug to 2nd Oct 2014. The participating artists are: Ana Maria Borchers, Freeman, Volker L. Hantelmann, Dr. Jens Martin Jacobi, Regine Kempf, Wilfried Lachermair, Paula Meyer, Helga Otto, Irmgard Rincke und Gisela Wartenberg. Our visitors can expect an extraordinary exhibition featuring the works of extraordinary artists, who will of course be present.
Diego Arango Arango, Hanne Holze – the naive send their regards
Originally naïve art was a group of untrained people who presented their dreams of an ideal world. Most of their works represented rural life, but from this a modern art movement has developed which is identified by a childish representation. The Minker & Partner art gallery has put together an exhibition of two international artists. Diego Arango Arangowas born in Columbia but has lived on Mallorca since 1988. He paints in a naïve style that brings together symbols and dreamlike images. On the current art scene he is classed as the ‘sophisticated naïve artist’. Hanne Holzehas lived on Mallorca since 1998. She observes people and parodies them in her paintings- always positive, benevolent, loving and carefree characters that are perfectly rotund with sometimes strange anatomies.

28th August-6th September 2014 Cirque du Soleil in Palma Arena
Once again the famous Cirque du Soleil performs from 28th August to 6th September. The new show is called "Dralion". It has been seen by 7 million people around the world. Dralion is a blend of Eastern and Western acrobatics (Drache - Dragon and Lion - Leon). In the world of Dralion, culture, people and nature mix. They are one and are in equilibrium.
