2. Mallorca – Construction, Economy laws and taxes

(1) Construction

Palma: The old town palace Can Puig on Palma’s Borne ( H & M; Zara) has been sold to Britons.

The Borne in Palma has developed into one of the most expensive streets in Europe and has long since claimed the title of the most prestigious shopping street in Palma from Jaime III. A special interest has been shown by international investors who have taken advantage of the favourable prices which developed as a result of the crisis. In the old town palace of Can Alomar a new boutique hotel has recently opened and an investor has been found for the Telefónica building. Now Can Puig has been sold. The building belonged to the noble Truyols family of which the ex Minister Carlos Delgado Truyols is a relative. The ground floor of the building already houses the fashion chain H & M and Zara whilst on the upper floors five luxury apartments will be developed.

Camp de Mar: Apartment complex situated in the dune area will be built

The construction work which was taking place on a 60 apartment complex in the dunes area of Camp de Mar was halted for a short time due to the discovery of ‘historical findings’ during excavation work. The find involved part of a dry wall of a threshing floor of the original estate. The conservation society ARCA wanted to conserve these remains on site, however, Andratx town hall and the island council are not of the same opinion. The remains of the wall have now been removed from the construction site and work continues as normal.

Playa de Palma: 40 Million investment for a 5 star hotel complex

The construction company Inversiones Llaut SL have received the approval of Palma’s city council to go ahead with the construction of a 5 star hotel complex in the region of Mega Park with an investment cost of 40 million Euros. It will be the first 5 star hotel in the area and the Hipotels group will also build a 4 star plus hotel close by. Construction work is expected to start at the end of the season. A total of five new hotel projects have been approved in the coastal area of Playa de Palma.

2) Economy

In 2013 foreign tourists spent 12 billion Euros in the Balearics

In 2013 foreign tourists mainly German and British tourists, spent 12 billion Euros in the Balearics whilst on holiday. At the top of the list were those tourists who are property owners and consequently did not spend their holidays in hotels, fincas or rental properties and who spent approximately 3,7 billion Euros. All inclusive holiday makers spent 2,5 billion  the same as those tourists who chose half board.

Economic growth due to an increase in domestic demand

For the first time in 6 years the Spanish national institute of statistics has good news. The Spanish economy, thanks to rising domestic demand, has in the second trimester of 2014 experienced growth like never before in the last six years. Compared to the previous trimester there has been an increase of 0,6% . Spain’s economy has increased by 1.2 % in the second trimester compared to last year.

Spanish banks  - a multi billion Euro restructuring case

The Spanish banking system was facing collapse in 2012 before it was bailed out with a 41 billion Euro cash injection from the international monetary fund and the EU. Throughout Spain a total of 12,000 banks and savings banks were closed and some 50,000 employees were dismissed or took early retirement. The Spanish taxpayers must pay a total of 61 billion Euros in order to rehabilitate the banking system. That is a bitter pill to swallow especially following the behaviour of Spanish banks when they were attempting to recuperate mortgages. Such was the case that the Spanish justice system had to intervene to put the terms and conditions of the banks to the test and to make the necessary corrections. Even though the banks appear to be more stabilised in the long run confidence has been ruined.

Palmahas successfully negotiated an interest rate reduction

Spain’s banks have earned a fortune in recent years, in that they have took no risk money from the ECB at almost no charge which gave an excellent rate of return to the Spanish central or local autonomous governments. The city of Palma has now negotiated a 25% interest rate reduction with eleven Spanish banks for a loan that they took out in 2012 for the sum of 101 million Euros. In total this is a reduction of 6 million Euros over a period of 8 years. Those involved in the deal included Banca Popular, Bankia, Banco Santander, Banco Sabadell and La Caixa.

´Only`19% unemployed in the Blaearics

The Spanish statistics institute have reported that the unemployment figures in the Balearics have dropped below the magic 20% figure and now stand at 19%. In the first quarter of 2014 118,000 were unemployed in the Balearics, which is 11,3% less than the same period last year. The Balearic Government speaks of a clear turnaround and in the high season a further decline will be noted in the unemployment figures.

Energy: Protests against the gas line between Palma and Andratx

The rerouting of electric cables via the Mediterranean from the mainland to Santa Ponsa was generally welcomed as the ‘possibility’ of a reduction of electricity costs was hinted at. The fact that this electricity is generated in a nuclear power plant received virtually no public criticism. However in the last weeks protests against the construction of a solar park in Manacor have taken place.  Further protests also took place this week against the construction of a 42 km long gas installation between Palma and Andratx. Most of the protests are from the Son Rapinya area where trees would need to be felled for the installation of pipelines.

(3) The law, taxes and finance

Spanish stock exchange: initial public offering of Merlin properties

This year’s largest initial public offering took place in Spain in June. Merlin Properties, the real estate investment company, placed 125 million shares on the market at a price of €10 each. Merlin properties will invest primarily in offices, hotels and shopping centres. The interest shown by investors indicates that confidence in the Spanish real estate market is emerging once again. Although returns in other markets are not very encouraging it is hoped that the real estate market will show better returns.

c) Diego Arango Arango, Hanne Holze – the naive send their regards

Originally naïve art was a group of untrained people who presented their dreams of an ideal world. Most of their works represented rural life, but from this a modern art movement has developed which is identified by a childish representation. The Minker & Partner art gallery has put together an exhibition of two international artists. Diego Arango Arangowas born in Columbia but has lived on Mallorca since 1988. He paints in a naïve style that brings together symbols and dreamlike images. On the current art scene he is classed as the ‘sophisticated naïve artist’. Hanne Holzehas lived on Mallorca since 1998. She observes people and parodies them in her paintings- always positive, benevolent, loving and carefree characters that are perfectly rotund with sometimes strange anatomies.
